Who are We?

We are a small team of bid writing and procurement specialists, the majority of whom have worked on behalf of purchasing bodies such as councils and NHS trusts previously.

I’m Sean and have been director of Frameworker and lead bid writer since its inception in 2019. I previously managed all procurement activity relating to Brighton and Hove City Council’s Information Technology and Digital, Corporate and Professional Service contracts. Line managing a small team of procurement specialists, I was responsible for my category’s annual spend of approximately £40m, developing and implementing the team’s procurement strategy and managing change and modernisation within procurement on behalf of the council. My position within the team also meant that I was responsible for maintaining a portfolio of upwards of 650 contracts.

This experience was built upon a previous career, the other side of the fence, in sales, bid writing and business development.

My experience originally focussed on sourcing, playing a hands on role in contract management, supply chain management and procure-to-pay systems. However, during my time building Frameworker, I have delivered successful bid writing and bid review services for clients across industries, covering both small, local council tenders, through to larger, national framework applications. My previous positions have helped me hone my tender writing skillset.

I’ve now seen the good, the bad and the ugly from both the buyer’s and seller’s perspectives with regards to bids. Part of my role is to help translate your company’s skills, resources and assets, into language buyers want to hear; to maximise tender scores and win contracts in the public sector.

Our Aim

Whilst working in procurement, we couldn’t help but notice the huge range in the quality of tender submissions that we were evaluating every month…and that got us thinking to why there could be such a discrepancy in the standard of bids landing on our desks.

Despite all bidders receiving exactly the same tender information, why were some suppliers failing miserably with their bids whilst others were winning contracts every time?

We came to the view that it was down to resources and tried and tested experience.

Frameworker was born from a desire to support smaller businesses break into the public sector and win council contracts. By giving businesses a voice, articulating their business, processes and setup in the kind of language that buyers want to hear.

This not only helps secure new contracts for smaller, local businesses, but creates a more competitive market where councils and other buyers have access to companies who often deliver a better service and offer better value for money. 

The main difficulty for smaller business is convincing buyers that they can deliver what the contract demands. Bigger companies, with bid writing teams have perfected the deliver of a tender and, thanks to their size, repeatedly win contracts.

For those suppliers with ample resources, they were able to learn from their failures and win future tenders. For those without, it has always been a constant and demoralising struggle.
